Scaling-up Local Responses to Coastal Resources Management (CRM) and Livelihood Concerns Thru Alliance Building

Main Objective

The project aims to further enhance sustainable bay-wide resources management initiatives in Northern Lamon Bay. The ISO uses a multi-level approach of strengthening the Fisheries and Aquatic Resources Management Council (FARMCs) and fisherfolks organizations of the nine municipalities along Northern Lamon Bay in terms of improving their structure and mechanisms; and realizing their capacities as a venue for propagating social change and environmental awareness. This project was made possible through the Italian Bishops Conference's (BCI) Committee for Charitable Interventions in favor of the Third World.

Project Activities

The project is a Community-Based Coastal Resources Management (CB-CRM) Project that utilizes different components namely, Institution Bulding, FO Strengthening, Research and Livelihood Development.

Capacity/ Institution Building

Capability building and skills enhancement are being given to the FARMCs and the fisherfolks organizations to streamline their organizational structures and strengthen linkages with the local government. Partners at the local level are given trainings, courses, and other seminars that are especially designed to improve their knowledge, skills, and attitude on managing their coastal resources. In the long run, this is seen as a way of helping them chart their own development.

FO strengthening

Fisherfolks organizations (FOs) serve as the mass base of the Integrated FARMC. Empowering fisherfolks organizations at the grass roots level allow greater representation of small municipal fishermen in local special bodies. This enables them to articulate the challenges of the realities they are facing and recommend means to overcome such.

 Livelihood Development

To complement the strengthening process of the FOs, the project seeks to pilot test Income Generating Projects (IGPs) that explore environmentally sustainable methods for fishers to supplement their income through the use of aqua-silviculture technologies. This is also hoped to reduce fishing pressure on critical marine resource bases by setting up restrictions to their resource gathering activities.

Research and Advocacy

This component seeks to document the learning experiences of ISO and its partners in implementing Community-Based Coastal Resource Management in Northern Lamon Bay. It intends to establish a monitoring and evaluation system to track the activities of the FARMCs vis-a-vis its bay-wide CRM plans and fisheries law enforcement. As such, these are important inputs to ISO’s advocacy of promoting the principles of CB-CRM; and at the same time increasing participation among the various stakeholders in marine resources management.
