Managing Common Resources: Sustaining the Livelihood of Coastal Communities through Mangrove Management

Main Objective
This project promotes the advancement of the Institute's efforts on community-based coastal resources management (CB-CRM) through the rehabilitation of mangrove forests in the municipalities of Polillo and Burdeos in Northern Lamon Bay. In line with this, the project seeks to establish management options geared towards mangrove conservation and protection. these include sustainable livelihood technologies, mangrove reforestation and nursery establishment, policy making, and empowerment of resource users. The project is being conducted with the support of the Philippine Tropical Forest Conservation Foundation, Inc. (PTFCF).

Project Activities
Institution Building
The project aims to establish and strengthen local councils that will be responsible in protecting mangrove resource bases. The local councils are envisioned to spearhead the development of a Mangrove Protection and Rehabilitation Plan (MPRP) in their respective municipalities.
Networking and Linkaging
Through the project, the ISO continues to maintain its partnership with local governments. One of the highlights of the project is the establishment of Mangrove Management Zones and a Forest and Land Use Plan that will create a mechanism for resource users to preserve and rehabilitate their mangrove ecosystems in equitable and participatory means.
Environmental Conservation and Enhancement
One of the major activities of the project is correlating research and management initiatives on mangrove resources.
Data from research will be stored into ISO’s databank, which will be shared to its project partners in the hope of creating mechanisms for mangrove protection and rehabilitation.
Meanwhile, resource management will be pursued by reviewing existing policies on mangrove protection. These will be used as inputs to the establishment of mangrove management zones, which aim to designate areas for reforestation, rehabilitation, and resource use.
Sustainable Livelihood
Under this component, an aquasilviculture farm will be pilot tested and managed as a project for the fiserhfolk organization. Aquasilviculture is a technology that allows the fishes and other marine animals to grow in its natural environment. This is to ensure that livelihood development ventures will not sacrifice the integrity of mangrove forests. Specifically 2 aquasilviculture projects covering 1,000 sq.m. will be established in Polillo and Burdeos.
Capability Building
Capacity building activities will be given to local partners to hone them in managing their organizations effectively. At the same time, the project will also enhance the partners’ technical skills and knowledge on the legal provisions and processes of resource management such as effective law enforcement and mangrove reforestation. It also nurtures the partners’ natural entrepreneurial wisdom in managing a livelihood demonstration project.
