| The Social Transformation and Grassroots Empowerment (STAGE) Program is an attempt to address the fundamental issues in natural resources management and utilization issues particularly in Mercedes, Camarines Norte and Panukulan, Quezon. It is comprised of two project components: the Quezon Integrated Rural Development Project (QIRDP) and the Camarines Norte Institution Building Project (CNIBP). The project is being funded by MISEREOR since 1997. With the STAGE Program, ISO partners with the local government units (LGUs), local community and organized groups from different sectors of the society. It also hopes to effect values change from a destructive utilization of resources towards sustainable resource utilization. |
| The project was conducted in three phases and is on its fourth phase of implementation. |

- STAGE I (1997 - 2000) was the pilot testing phase and was implemented to build the social foundations for community-based program implementation, through the organization of the communities and conducting participatory research.
- STAGE II (2000 - 2003) built on the gains of the previous phase by harnessing the people's capabilities towards environmental conservation and management and strengthening the skills of the community members.
- STAGE III (2004 - 2006), the current phase of the Program, focuses on the institutionalization of the Community-Based Coastal Resources Management (CB-CRM). The two projects under STAGE are currently expanding their respective target areas and beneficiaries as well.
